Research Question:

How can the frustrating experience of waiting in line at Berlin's Bürgeramt be turned into a moment of connection and exchange?

‘The Damn Papierkram’ is a board/bored game about the one thing everyone in Berlin knows too well – waiting at the Bürgeramt.

Instead of fixing the frustration, the experience was turned into a game. Players relive the chaos of getting an Anmeldung: the confusion, the endless forms, the waiting.

The design borrows the cold, minimal look of Berlin's government websites – lots of black, white and red – but twists it with humor and satire. Based on real interviews and our own painful experiences, the game gives people a fun, low-key way to laugh about bureaucracy, share their stories and realize that everyone else needs going through the same processes.
